DMZ 소개 DMZ (Demilitarized Zone) Introduction >> DMZ의 시작 1953년 군사정전협정으로 한반도 동서를 가로지르는 38선을 기점으로 남북 각 2km, 길이 248km의 비무장지대가 형성되어 지금까지 60여 년 동안 인간의 출입이 통제되었다. 그 결과 DMZ는 다양한 야생동식물의 안전한 서식처로 기능하여 한반도의 생물다양성 보고가 되었다. 북한에서 발원한 임진강은 연천에서 한탄강과 만나고 파주에서 한강과 합수하여 김포(조강)을 거쳐 서해로 흘러가며, 경기도 DMZ일원에는 산림, 농경지, 하천, 기수연안 등 다양한 생태계가 존재한다. >> Beginning of DMZ The Armistice Agreement in 1953 created a 4 km-wide and 248km-long DMZ, 2 kilome- ters on each side of ‘the 38th Parallel’ dividing the Korean Peninsula into two countries. For the last 6 decades, people were prohibited from entering the DMZ. As a result, DMZ has been an important treasure of biodiversity, working as safe habitats for various wild flora and fauna. The Imjin River originated from the North Korea runs down to meet with the Hantan River at Yeoncheon, which is combined with the Han River at Paju, flowing along the Gimpo (the Jo River) to the West Sea. The DMZ areas of Gyeonggido cherish various ecosystems: forests, agricultural lands, streams and rivers, and brackish waters. >> DMZ와 사람들 임진강과 한강 유역은 선사시대부터 우리 민족의 생활공간인 동시에 군사적 요충지로 사회문화 유산과 관방유적이 산재하는 지역이다. 한국전을 거치면서도 DMZ 인근 지역 마을이 유지된 곳 이 있으며, 이후 민간인 통제구역 내에서도 일부 마을이 조성되었다. 현재 민통선 내에는 파주시 백연리 통일촌, 조산리 대성동, 동파리 해마루촌과 연천군 횡산리 4개의 마을이 있다. >> DMZ and People The watersheds of Imjin River and Han River have functioned as the basis for the life of Koreans and as the key place of military defence since the pre-historic era, so socio-cul- tural heritages and defense-related relics are scattered in the areas. Going through the Korean War, a few villages adjacent to the DMZ could survive, and since then, some villages were fostered within the CCL (Civilian Control Line). Currently within the CCL in Gyeonggi province lie four villages: the Tongilchon (Baekyeonri, Paju-si), the Daeseong- dong (Josan-ri), Haemaruchon (Dongpa-ri), and another village in Hoengsan-ri, Yeo- ncheon-gun. ※ 임진강유역은 총 8,118km²로 북한이 63%, 남한이 37%를 보유하고 있다. 남과 북에 걸쳐 있는 임진강은 사람과 물자를 실어 나르던 중요한 교통로이자, 임진강 물을 이용하여 농사를 짓고, 참게와 황복을 잡아 생계를 유지하던 주변 지역사람들의 생활의 기반이었다. 또한 예로부터 임진강 8경이 전해 내려올 만큼 아름다운 절경으로 많은 미술과 문학작품의 주제가 되었다. ※ The North Korea accounts for 63% of the Imjin River watershed(8,118km²) while the South Korea takes 37% of its catchment area. Flowing from the North to the South, the river was a very important traffic route to ship people and goods, and the essen- tial basis for people who maintained their livelihood by using the river for agriculture and fishing the crabs and puffers. DMZ일원 통합환경관리정책 Policies for Integrated Environmental Management of the DMZ Areas 경기도는 접경지역인 DMZ일원의 생태계보전과 사회경제적 지속가능한 발전을 이루기 위하여, 2012년 DMZ정책담당관실을 신설하고 생태계서비스를 고려한 통합환경관리 정책을 추진하고 있다. To conserve ecosystems of transboundary DMZ areas and to achieve the socio-econom- ic sustainable development, the Gyeonggi provincial government established the DMZ Policy Bureau and tried to implement the integrated environmental management based on ecosystem services. >> 조례 DMZ일원 생태계보전을 통해 지역 자원 가치를 증대하고 지역주민의 삶의 질 향상을 목적으로 <경기도 DMZ 보존 및 활성화 지원 조례>를 2016년에 제정하였다. >> Ordinance To increase the values of ecological assets through conservation of DMZ ecosystems and to improve the quality of life of local residents, the provincial government, in 2016, enacted <the Ordinance for Conservation and Vitalizations of Gyeonggido DMZ Areas>. >> 계획 경기도는 DMZ의 평화와 생태가치를 전파할 수 있는 ‘DMZ의 지속가능한 발전을 통한 글로벌 명 소화’를 비전으로 중장기적인 DMZ일원 종합발전계획을 수립·시행하고 있다. 주요 내용 - DMZ 가치 홍보 및 국내외 위상 제고 - DMZ일원 지속가능한 보전과 활용 - 관광인프라 구축 및 체험프로그램 활성화 >> Plan With the vision of ‘Global Excellence of the DMZ through Sustainable Development’, Gyeonggido set up the long-and mid-term Master Plan for the DMZ Area Development to spread the importance of peace and ecological values of DMZ, and has implemented the plan. >> 시민 모니터링 DMZ일원 생태계 및 생물상에 대한 관심으로 2000년대부터 시민단체에서 이 지역의 포유류, 식 물, 양서·파충류, 어류, 곤충 등 다양한 생물에 대한 모니터링 활동을 해 오고 있다. 특히 DMZ일 원은 두루미, 재두루미, 검독수리 등 겨울철새가 많이 찾는 곳이기 때문에 조류모니터링이 활발 하게 이루어져 왔으며, 2014년부터는 푸른경기21 실천협의회 중심으로 경기도 DMZ일원 두루미 동시모니터링을 진행하고 있다. >> Citizen Monitoring Armed with interests in ecosystems and biotas of DMZ areas, civic groups have moni- tored various species since 2000s including mammals, plants, amphibians, reptiles, fish, and insects. Especially, DMZ areas are the wintering sites of migratory birds such as red- crowned cranes, white-naped cranes, and golden eagles, so bird monitoring is actively undertaken. Since 2014, the Agenda 21 Action Council for Gyeonggi Province has led the way to take simultaneous monitoring on red-crowned cranes visiting DMZ areas. Therefore, South Korea alone applied for BR designation in 2011, but back then, the decision was deferred because of complicated political situ- ations. 지속가능발전을 위한 생태관광 Eco-Tourism for Sustainable Development >> 평화누리길 조성 경기도는 체계적이고 전문적인 DMZ 자연자원을 관리하고 지역별 특화된 관광수요를 창출하고 자 DMZ일원 <평화누리길>을 조성하고 지역주민이 관리하는 평화누리길 게스트하우스를 개소 하는 등 평화누리길 관광활성화 사업을 추진하고 있다. 2016년 평화누리길 이용객은 1,027만명 에 달한다. >> Making Pyeonghwanuri-gil (a peace trail) To manage natural resources of DMZ in scientific and systematic ways, and to create the needs for sustainable tourism reflecting local identity, Gyeonggido built ‘Pyeongwha- nuri-gil (a peace trail)’, and opened the Pyeonghwanurigil Guest House whose manage- ment is entrusted to local residents for economic benefits. About 1,027 people enjoyed the trail way in 2016. >> 캠프그리브스 문화재생사업 미군이 철수한 캠프그리브스 병영지를 문화재생사업을 통해 역사문화공간으로 재창조하고, 캠 프그리브스 DMZ체험관을 조성하여 일반인이 이용하는 문화관광지로 활용하고 있다. >> Cultural Regeneration Project of Camp Greaves The Camp Greaves from which the US troops were withdrawn is reborn as the historical and cultural space through the cultural regeneration project.
